I wanted my love for the environment & desire to fix problems to qualify me to study environmental engineering. It feels like my college is denying me that based on my poor test scores. I feel discouraged.

Absolutely. In high school, I was told by two teachers and a guidance counselor that I did not have the grades or qualifications to become an engineer. And that I should consider another field. I broadened my search and found an out-of-state and accredited school that had the degree I wanted to pursue. They even offered me scholarship money! Don't get discouraged. Broaden your search and keep an open mind for your opportunities. To this day, I have had professionals tell me I don't fit the mold. Just because you may not fit the typical mold of an engineering student doesn't mean you can't do what you're passionate about. Find a place that fits what you need and you will succeed! I went on to get a bachelor's and master's in engineering. I have had no problems having options of jobs to pursue. After 7 years, I feel I have found a good fit for me and I'm getting a lot of positive feedback. Don't be discouraged. If it is something you are passionate about, you will succeed!
