Hello! I graduated with a Civil Engineering degree back in 1999. Since then I have not used my degree (I have good reasons). I wonder, am I too far removed from my degree now to go back? Has it been too long?

I personally don't think its ever to late. But I would say you would be entering in as an entry level position and looking for a company to guide you through the industry. A lot has changed in the civil industry in the last 20yrs, mostly technology. What field of civil do you plan to enter into? 
I would probably recommend looking for a small company who would be will to train you through the changes since you received your degree. If your willing to put in the work to enter back into the industry. I'm sure there would be a small firm out there that would love to have you on their team.
