That's a difficult question, because by definition a cosmetics engineer is just an engineer who works with cosmetics. It is an industry rather than a widely recognized engineering field all on its own, although I'm sure there are many engineers who work for cosmetics companies doing a number of different things. That particular industry often hires chemical engineers who learn many things specifically about cosmetics in the course of their careers.
